In 2010-2011 Klaas Molenaar acted as advisor to Radio Netherlands Worldwide (RNW) during the campaign, "Microfinance, who profits"  (www.rnw.nl/microfinance). In the course of that process it became evident that everyone wants to talk about microfinance, but few had a profound knowledge of what it is all about. Microfinance is a solution in the fight against poverty. But does everyone talk about the same? Do we have sufficient data or information at hand for such debate? And is knowledge available and accessible? Not everything is as obvious as it seems.

That resulted in this book. It is intended for anyone who wants to join the debate about microcredit and microfinance. And for anyone who is willing to ask questions and seek answers. The book deals with a number of topics that often pop up in the debate, but it gives no answers. The text allows the reader to be surprised. That is the intention of the authors who hope that readers still continue searching for answers. Answers that eventually may lead to a more effective use of microfinance in society. The people who depend on microfinance deserve so.

Microcredit and microfinance have been embraced by many and widely accepted as an effective tool for development. Lessons can nowadays be drawn from experience in developing countries. We need such lessons if we ask ourselves how to reach out to the socially excluded in Europe. Can it be used to create jobs and promote entrepreneurship? Under which conditions can microfinance be effective? To answer those questions we need to study the way microcredit and microfinance evolved and the lessons learned. Programmes to develop microfinance might either be focused at the awareness level, the policy level, at institutional development or at services proper. These elements and their interrelations form the pillars in the analytical framework that we use in this book.

This book is helpful to study the evolution of microcredit and microfinance across our borders. It will contribute to a broader and deepened understanding among (future) practitioners and policy makers and will be useful to develop the sector in the Netherlands and other European countries. That may result in rendering better services to people. The large number of socially and economically excluded expect that from us.

In Central America, the MSME programme from BCIE is the largest provider of funds for micro credit businesses. Most of these funds are allocated through microfinance institutions, cooperatives and banks specialized in microcredit. Several of these intermediaries provide services in the rural areas. Triodos Facet was contracted to carry out an evaluation. The evaluation covered the period 2005-2008 and aimed to measure the effects of program-level intermediary institutions and end customers. Countries involved: Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua. [See also project reference 3263]

Microfinance, (only) for enterprising people? That’s the title of the book written by Klaas Molenaar and published by the University of Applied Sciences InHolland. The book was presented during a ceremony where he was installed as professor in Microfinance and Small Enterprise Development. In this book an analysis is given of various developments and trends in the microfinance sector in developing countries and Europe. An assessment is made of the lessons that can be drawn for the development of microfinance in the Netherlands. A special plea is made to pay more attention to the design and development of microfinance services for the (part-time and temporary) self-employed and for people who wish to be engaged in self-employment only to add some income to their wages and/or social welfare benefits. The development of Microcredit 2.0 based on IT and the internet is advocated as well.

Promoting Ethnic Minority Entrepreneurship in Europe.

This booklet reports on the state of the art in European policies in the Promotion of Ethnic Minority Entrepreneurs.
The authors freely based the text on a study that was carried out by Triodos Facet and the Institute for Migration and Ethnic Studies (IMES) of the University of Amsterdam (2008) on behalf of the Directorate General enterprise and Industry of the European Commission. The study identified 146 policy measures and 103 professional organizations providing services to ethnic minority entrepreneurs across 32 countries in Europe. From among these policies 12 good practices were analysed in depth. The study showed substantial differences in the spread and nature of such policies over the continent. Although the success of a programme is bound by situation and context specific factors we argue that the European Commission should strive to create a general facility that supports the emergence of country or region specific approaches. Finally, we make a case for mainstreaming measures targeting immigrants with general entrepreneurship programmes.

Microfinance in the Netherlands: Uncharted territory. Opportunities and challenges.
This Triodos Facet study summarizes why microfinance is getting more and more attention in the Netherlands. The study was carried out on behalf of the Ministry of Economic Affairs, with a view to clarify the availability of funding for young and mall-scale entrepreneurs in general, and ethnic entrepreneurs in particular. In course of the study, the question arose how to encourage more people to start their own business when offered microcredit, possibly in combination with training and coaching, and how to involve banks more actively in this process. In December 2005, Princess Máxima visited Brazil and Argentina in her role as ambassador for the Year of the Microfinance. By way of introduction, Triodos Facet consultants Stefan Platteau and Gerrit Ribbink, together with Osvaldo Elissetche (E&P, Argentina), wrote a paper for Máxima on microfinance in Argentina. This paper has been expanded and published as a booklet to be distributed among donor agencies, microfinance institutions and other relevant organisations.
