The purpose of the Programme Economic Cooperation Projects (PESP) is to increase exports of Dutch companies to emerging markets, and in general to contribute to bilateral economic cooperation. PESP supports preparatory studies that may lead to export of capital goods and services. This includes (export) feasibility studies, investment preparation studies and project identifications. The primary criterion for attributing a PESP project is the extent to which it could contribute to generating Dutch export of substantial proportions.
From June to October 2004, PESP was evaluated by FACET BV. The evaluation focussed on the implementation modalities (is the programme well structured), efficiency (means in relation to results), effectiveness (attaining the proposed aims), and relevance (does PESP matter …). A desk study was undertaken, and 70 entrepreneurs and 25 other stakeholders were interviewed. The evaluation considered the period 1999 - 2003.
