The Dutch Ministry of Foreign Affairs has initiated a set of agreements (referred to as Schokland agreement) with various Dutch civil society organisations to combine efforts in reaching the UN development goals set for 2015. One of the agreements signed is focussing on stimulating mesofinance within developing countries, with meso-finance being defined as loans to small-scale businesses not served by micro credit institutions or banks, often referred to as the "excluded middle segment".
